VALUE AND THE LAW: AN ANALYSIS OF THE ECONOMIC VALUATION AND LEGAL PROTECTION OF MANGROVES IN THE GLOBAL AND BRAZILIAN CONTEXT

This study analyzes the dichotomy between the high economic value of mangroves and their effective legal protection in Brazil. Through an integrative review, the study compares the robust literature on the valuation of ecosystem services, such as coastal protection and carbon sequestration, with the advanced national legal framework, which classifies mangroves as Permanent Preservation Areas. The results point to a central paradox: despite their recognized value and protective legislation, degradation persists. It is concluded that the challenge does not lie in the absence of regulations, but in a profound enforcement gap, characterized by poor oversight and a failure to integrate natural capital into decision-making, which hinders the effectiveness of conservation in practice.
