PRODUCTION CONDITIONS AND EFFECTS OF MEANING IN/OF THE PUNITIVE DISCOURSE OF THE GOVERNOR OF RIO DE JANEIRO IN OCTOBER 2023

With this work, we intend to put on hold the punitive discourse of the Governor of Rio de Janeiro (RJ), who considers criminals to be the state's public enemy number one. We will discuss the conditions of production and the effects of meaning from a discourse that is based on a historically constituted imaginary of dangerousness and extreme criminality. To support the research, we will use the assumptions of Pecheutian Discourse Analysis. We will then analyze four excerpts from the Governor's speech, a punitive political discourse, which took place on 23/10/23 in the west zone of the city of Rio de Janeiro. By analyzing the Governor's speeches, we can see the unfeasibility of his projects to solve the issue of public safety in Rio de Janeiro. The truth-effect produced by this discourse tends to place the criminal as the culprit.
