FINANCING EDUCATION IN BRAZIL: INFLUENCES OF ECONOMIC APPROACHES AND HUMAN RIGHTS

Abstract

This work aims to analyze the legal apparatus of education in Brazil, especially regarding financing and the influences of the approach of orthodox economics and human rights on education, in five points 1. Treatment/point of education; 2. Objective/Purpose of education; 3. Functions of the State and market in education; 4. The educational system and; 5. Investments/Financing in education. As a result, the two approaches are conflicting on these points, given that in the first four points, Brazil's legal apparatus is influenced by the human rights perspective, however, regarding financing issues, both perspectives influence.
