DECREE NO. 12,603/2025 AND PROFESSIONAL TECHNOLOGICAL EDUCATION: CONTRIBUTIONS TO INCLUSION, EQUITY, AND THE USE OF DIGITAL TECHNOLOGIES

Professional and technological education (PTE) has assumed a strategic role in the context of Brazilian educational policies, especially in light of the social, economic, and technological transformations affecting the world of work. In this scenario, Decree No. 12,603/2025 establishes guidelines aimed at consolidating the National Policy for Professional and Technological Education, reinforcing principles related to inclusion, equity, and the incorporation of digital technologies in training processes. This study aims to analyze the contributions of this decree to the organization and strengthening of professional and technological education in Brazil. This is a qualitative research study, developed through a bibliographic and documentary review, carried out in December 2025, based on academic productions and normative documents from the last five years. The results indicate that the decree engages with contemporary literature by recognizing professional education as an instrument for social development, promotion of educational justice, and qualification of technical training. It is also evident that the pedagogical use of digital technologies enhances more innovative teaching methodologies and favors the expansion of access and student retention. However, challenges remain related to infrastructure inequalities, teacher training, and the implementation of normative guidelines in different institutional contexts. Therefore, Decree No. 12,603/2025 represents a significant advance in the field of professional and technological education, although its effectiveness depends on the articulation between public policies, educational management, and pedagogical practices committed to social transformation.
